The slope of the perpendicular line is M = -1/3.

 

(4,-1) --> X = 4, Y = -1, M = -1/3

 

y = Mx + b

 

-1 = (-1/3)*4 + b

 

-1 = (-4/3) + b

 

-3/3 = (-4/3) + b

 

-3 = -4 + 3b 

 

1 = 3b

 

b = 1/3

 

y  = (-1/3)X + 1/3
