Do you mean that the pool COVER extends 12 inches beyond the edge of the pool? As currently worded, it says "The POOL has a diameter of 20 feet and extends 12 inches beyond the edge of the POOL", which does not make sense. I will assume you meant the pool COVER extends 12 inches beyond the edge of the pool.

I will assume the length of the rope is the same as the circumference of the cover.
L = πd = π[(20 + 2(1)] ft ≅ 69.12 ft
