I just want to add that the most common mistake I see students make is to use
 
100(new - old)/new
 
instead of the correct expression of
 
100(new - old)/old.
 
The change must be referenced to the initial quantity, not the final quantity.  Note also that going UP from 125 to 130, you increase by 4%, but coming DOWN from 130 to 125 you decrease by about 3.846%.  The percentage of increase and the percentage of decrease are different, even though you are working between the same 2 numbers.  (The actual change is the same except for the sign.)  That is perhaps the second most common mistake, to assume the percent changes are the same in magnitude.
