Good question.  The student posted an equation of a line and a point but did not state what he needed to determine.   Are we looking for the perpendicular line, the parallel line, or maybe just trying to see if the point (-10, -1) is on the line ....

1.  For the line to be parallel, the slope will be the same with a different y-intercept.
 
y = 5x - 7 with point (-10, 3)
 
The slope will be 5.  So by using the point-slope form, y - 3 = 5(x - (-10)).
 
y - 3 = 5(x + 10)
y - 3 = 5x + 50
y = 5x + 53
 
2.  y = 3/5x - 11 with point (-10, -1)
 
The slope will be 3/5.  So by using the point-slope form, y - (-1) = 3/5(x - (-10)).
 
y + 1 = 3/5(x + 10)
y + 1 = 3/5x + 30/5
y + 1 = 3/5x + 6
y = 3/5x + 5
