The equation is incorrect. The first term should be -16t2, which corresponds to -(1/2)gt2, where g = 32 ft/s2. Also, there should be a constant term corresponding to initial height. I suspect you have a few typos in the problem statement. It is probably
f(t) = -16t2 + 32t + 48,
with t in seconds and height f in feet. In any case, to find the height at a particular time t (with t=0 set at the moment the ball is tossed), plug t in seconds into f(t) and get height f.
