The easiest way to do this is to factor a 36 out of the terms in the parentheses:
(2/3)*(36)(1-m)
2/3 of 36 is 24. So the answer is:
24(1-m) or 24-24m
Either form is acceptable.

You could also just distribute the 2/3 across the terms in parentheses:
(2/3)*(-36m+36) = (2/3)(-36m) + (2/3)(36) = -24m + 24, or 24 - 24m
Factor out a 24 to get 24-24m = 24(1-m)
