Do you mean "what is the y-intercept"?  If so, set x = 0 in the expression for y.

 

y = -³√(x+3)+4

 

y(0) = -³√(0+3)+4 = -³√3 + 4

 

The y-intercept is the point (0, 4 - ³√3)
