I somewhat know how to simplify. The question states express 10sqrt(3)cis4pi/3 in the form a+bi. So this would be in that form correct?

You must distribute the 10√3 to convert to a + bi form.

when i distribute, i get -8.66-15i. Is this correct?

Yes, depending on the format required, -5√3 would be more precise.
