I believe Dalia's answer is incorrect, because this is supposed to be an AND condition, not an OR condition.
One way is to pick ordered pairs that satisfy this AND condition, and see where they lie.
(-2,-2) satisfies this condition, and lies in quadrant III
(2,-2) satisfies this condition, and likes in quadrant IV
You cannot pick a coordinate with a positive y coordinate, as this violates y < 0. So quadrants I and II are out.
The final answer is III and IV.
