Whether you will have enough material depends on the width of the frame lumber.
Let's take a simple example. We have to put a frame around a 12" x 12" square picture. If the frame material is 1" wide, each side requires 14 inches because the corners have to be cut at 45 degree angles, and the outside edge of the frame will be 14" x 14". If the frame material is 2 inches wide, each side will use 16 inches of length.
In your problem your poster needs 110" of material inside and you have 10 inches to spare. But if the frame material is 1 inch wide, you will need an additional 8 inches of length for the outside rectangle, and you can barely make it. Any wider material will require more than 10 feet of length.
