We use the decimal, base 10, system of counting.
Each column (or place) represents a different power of 10, as follows. where 10-n is same as 1/10n

place value of 5 = 5 x10 and 6 = 6 x1 and 7 x 0.1
or 56.7 = 50 + 6 + 0.7

place value of first 4 is 4 x 100 = 400
7 is 7 x 10 = 70
second 4 is 4 x 1 = 4
you must have a 0 in 1/10 place but value is 0
3 x hundreths = 3/100 or 0.03
9 x thousands = 9/1000 or 0.009
or 474.039 = 400 + 70 + 4 + 0.03 + 0.009
The key is that we use the same digits (0-9) to write a number, and the same digit can be used several times. But its place value depends on which power of 10 it is. In other words, a 2 is not the same as another 2, because of the different power. In your number, there are two 4s, but one is "worth" 400 but the other is just 4.
