7 : 450 :: m : 700             proportion
450m = 7(700)                 product means/extremes
450m = 4900

Mark, of course, gave the right answer.  Note that, as a multiple choice question, it would be easy to answer this problem doing almost no work.  If an automobile produces 450 cars in 7 months, it will produce twice as much, or 900, in 14 months; 700 is between 450 and 900, so the answer is between 7 and 14.  Only one of the solutions satisfies this condition.
