I do not know what you mean by "Draw a quick picture to show the number 76...," but I will answer the second half of your question:
In 76, the digit 7 means we have 7 times 10 to the power 1 (i.e. 101 = 10). The 6 means we have 6 times 10 to the power 0 (i.e. 100 = 1). The combination of the two digits into 76 means that
76 = (7 x 101) + (6 x 100) = (7 x 10) + (6 x 1) = 70 + 6
