Not sure I get your question ...
If you set the ratio of 12miles / 1 hour you can keep its integrity by doing equal things to the numerator and denominator EG multiply both by 2 and you get 24 miles/' 2 hours or divide by 1/2 and you get 6 miles / half hour.
