I can tell you how to construct a line perpendicular to a given line, at a given point.
Suppose P is a point on an horizontal line, and you want a perpendicular at P.
1. Place the sharp point of the compass and draw a major arc of a circle so that this intersects the horizontal line at points A and B (these are equidistant from P)
2. Open the compass somewhat wider, and with the sharp point at A, draw an arc above the given line (& above P)
3. With the same compass radius setting as in 2 above, place the sharp point at B and draw another arc (above P) so that these two arcs intersect, at C, which is above P.
4. A line through P & C is perpendicular to the given horizontal line.
