Background information helps to inform our perception of art.

Sometimes, "background information" has more than one meaning.  It could be the statement refers to information outside of the work of art, such as the artist's comments about the work, the circumstances in which the work was produced or the viewer's knowledge of other works by the artist.  All of these can influence the way we perceive the work in question.  Therefore, the statement is true.

True.  Background can reveal the location or setting of a particular scene.  It tell what the subject of the artwork is doing there and why it belongs there.

 

For example.  If you were in a picture with planes in the background, one may perceive you as being at the airport, or perhaps a naval base.

 

 

Also, the color of the background can show the mood of the picture.  A dark background can make someone perceive the artwork taken during times of chaos such as wartime.  A light background can make someone perceive the artwork taken during times of peace and happiness.
