first lets think what the y intercept is. It is the value of y when x is 0.
So what we would need to do is substitute x=0 into the given equation and then solve for y.
Given:Ax+By + C = 0
A(0) +By +C = 0 substitute in x=0
By + C = 0
By + C -C = 0 -C
By = -C
1/B *By = 1/B*(-C)
y = -C/B to be valid, B cannot be zero
So I would say true, as long as your notation -CIB is really -C/B and B is not zero
