Proportional because the Cost is ($9.50)*(number of people).

Proportional is:   y = kx     where k is a constant.

Isabel, one person costs $9.50, 2 is $19, 3 is $28.50, etc. It's proportional because both are growing at equal rates. One way to check is by cross multiplying and making sure they are equal.

 

For example 3/5 = 6/10. 3(10) = 5(6). Proportional.

 

3/5 = 7/10. 3(10) = 5(7). Not proprtional.
