Hi Myrlande!  I think you need to refine the question a bit.  The best "estimate" would be to just multiply the two numbers directly.  What limits are being placed on the estimation processes?  You could multiply 290 x 10 fairly directly, and that would be pretty close.  But you could also multiply by 290 x 8, which would be even closer.  There has to be some parameter limiting how close the estimate can be, if we are to to determine a best estimate that does not involve just multiplying 289 and 7 together directly.

I agree with Steven's analysis.  Who needs estimates when we have calculators?  Or even we can multiply fairly easy, on paper, seven times 289.
 
For a quick estimate ("ball park"), just do 7 times 300 in your head, i.e. "a bit less than 2100.
