I rounded off my number, and got the same result as you did.  So can you really say rounding to the nearest person will get you an incorrect result?
 
Rounding may leave you with a small inaccuracy, but cannot say the result is incorrect.  There is precision and accuracy.  As long as you are in the ball park, the result should be good.

EX-Q:  A high school records that 38% of the graduates this year are planning to attend college.  There were 764 graduates.  How many grads are planning to attend college?
 
ANS:  Any of the following:
   number     percent of 764
   287              0.375654
   288              0.376963
   289              0.378272
   290              0.379581
   291              0.38089
   292              0.382199
   293              0.383508
   294              0.384817
 
Now, rounding to the nearest person:  0.38*764 = 290.32   rounded gives 290.
 
Actually, there were 294 grads planning on going to college (it could have been any of the above).
 
"Close enough" is not a good result (especially in a machine graded, multiple-choice test).

No, some of the full team (16) are missing.  19% are missing; 19% of 16 = 3.04; roound off to 3 MISSING.
