The question is very poorly worded and should not refer to some other (numbered) problem.
I think that this could be the result of artificial, 'forced' pseudo-narrative being attempted by zealots of Common Core.
I believe that they're talking about 27x2 - 42x + 12 which can be factored:
3(9x2- 14x + 4).
This is an example of a Factoring Rule: First isolate the greatest common monomial factor.
There is absolutely nothing in Common Core superior to this long-extant knowledge, and there need not be any fear about teaching the time-honored basics.
