If your equation is y < -3x +5, the answer is yes it can be graphed. Start by pretending that the < is simply an = sign. Then you just graph like a regular line. The only difference is that if your original equation has a < or > symbol you graph it with a dashed line. If you had an inequality with a ≤ or ≥ then you would graph a solid line. Then once the line is graphed you shade the appropriate area, y< you shade the area under the graph and for y> you shade the area above the line.
