When finding the derivative of a number, replace all constants with zero.  For variables, subtract one from its exponent, and multiply ints original exponent, by the variable coefficient.  
 
So 2x8 + 4 becomes 8(2)x7 +0 or 16X7
Therefore, u'= 16x7.

Farhad and I are both correct!  There are different ways to write derivative notations.  In Newton's notation, the apostrophe symbol (u') means the first derivative.  Your notation follows the Leibniz structure.  Although Leibniz notation is more common, either one is okay to use.
