-7y=-x+2
y=x*1/7 -2
so, slope of this line = 1/7
therefore, slope of a line perpendicular to the above line = -7 ( as product of slopes of two perpendicular lines = -1 )
Now, the second line has a slope = -7 and passes through 3,-7
equation is ( y-b)=m(x-a) where m = slope and passes through a,b
y- (-7) = -7 ( x-3 )
y+7 = -7x+21
7x+y-14 = 0 is the answer
