Hi Tyson;
Would you please ask your brother the following questions:
0.4 is what?  Is it a percentage, a unit of liters, or something else?
What chemicals do you need?
What is the yellow liquid?

Assuming the yellow liquid is the 0.15 liters of chemicals, you will use:

0.15 liters x 0.4 = 0.06 liters
