First class postage is 41¢ for the first ounce and 17¢ for each additional ounce (or part of an ounce). How much can a first class item weigh if you can spend $2.13 to mail it? (Your answer should be a whole number of ounces.)

Let's spend 41 cents for the first ounce.  So we have $1.72 left or 172 cents; this is ten times 17 cents, so it could be used to cover ten additional ounces.  So 11 ounces would cost $0.41 + $1.70, leaving 2 cents in your pocket.
