You have to start by making a proportion:

 

  70 in - 175 lbs

107 in -  x    lbs

 

Find the unknown value in the proportion (x):

 

70x = 175 X 107

70x = 18725

    x = 18725/70

    x =  267.5

 

So a man with a height of 107 in would weigh 267.5 lbs.
