We need to convert it to slope-intercept form.

y=mx+b, m=slope, and b is the value of y when x=0, also known as y-intercept.

4y+12x=16

Let's subtract 12x from both sides...

-12x+4y+12x=-12x+16

4y=-12x+16

Let's divide both sides by 4...

(4y)/4=(-12x+16)/4

y=-3x+4

The slope is -3.

When x=0, y=4.

You can begin with the y-intercept, then move positively on the y-axis up 3 units (rise), and move negatively on x-axis to the left (run) 1 unit.

The slope is -3, also represented as -3/1.  While it is true that the protocol requires that the negative sign be placed before the numerator of 3, it is actually the 1 which is negative.  This is a contradiction in mathematics.
