Think about the decimal number system (digits 0-9, a positional number system). There are 1000 possibilities for three digits (each 0-9, so that means 000 to 999). This is 10*10*10.
The problem gives a 6-value number system (like the dots on dice). For three digits, there are 6*6*6=216 possibilities ranging from 111 to 666. That means a maximum of 216 employees (It is not cool to give the same ID number to people, even after employee turnover).
