here's what we know:
a + b = 11 (the two digits add to make 11)
a|b + 9 = b|a (if we switch the digits, the value of the second number is 9 more than the first)
if the digits flip by adding nine, then not only are the digits close together, but the tens digit is one less. (you can test this out on others:
12 + 9 = 21; 34 + 9 = 43, etc)
