College Algebra question (need help asap)

Write an equation for y in terms of x if y is proportional to the cube of x, with constant of proportionality −0.25.

Proportional means that as once variable acts one way, the other acts the same way or the opposite.  If your constant proportionality is negative, then we have an inverse relationship.  Otherwise if positive, we have a direct relationship.
