This question is looking at the perimeter of the fence. The perimeter of the fence would be all the sides added together. In order to solve it add up the total fence needed and the total fencing available. Once you have this then subtract what you need from what you have and that will give you the fence remaining.
4 sections of 22.5 ft = 90 ft
Total fence needed:
2 sections of 19.75= 39.5 ft
2 section of 15.75= 31.5 ft
Total: 39.5 + 31.5 = 71 ft
Fence remaining:
90-71 = 19 ft
