The best way to solve these types of problems is to set up a proportion.  Your answer will be bigger than 7/8.

 

70 is 70% of 100. . . smaller number on top and bigger number on the bottom:

 

70/100 = (7/8)/X

 

Cross multiply--> 70X = 700/8

 

Multiply both sides by 8--> 560X = 700

 

Divide both sides by 560--> X = 5/4

 

You can also first covert 7/8 into a decimal (.875) before placing it in the proportion.
