It could also be written:

    1 inch : 36 inches

    1 foot : 36 feet

The scale is just the ratio of lengths in representation and reality. This ratio can appear with varying units in the numerator and denominator, or as a unitless number:

 

(2 inches) / (6 feet)

= 1 inch / 3 feet

= 1 inch / 36 inches

= 1 / 36,

 

or 1:36 (for any of these, we can use the colon interchangeably with the slash as division operator to represent the ratio).
