Do you mean that the function y = -1 is being examined? If so, that function's domain is all Real numbers for x, i.e. the function doesn't even contain x, so there would be no restrictions (the graph is just a horizontal line).
If the question involves graphing a system such that y = -1 and x is restricted by x ≥ -1, then the graphed solution is a ray, chopping off that part of the horizontal line that is left of the point (-1, -1). The DOMAIN is all permitted x values, which is what they give, x ≥ -1, which can be stated in interval notation as {-1, infinity). The range is all possible y values, which is just the number -1.
