x% means 0.01x.  For example, 5% = 0.01(5) = 0.05
 
"of" means "multiply"
 
So, x% of y = (0.01x)y
 
By the commutative property of multiplication (0.01x)y = (0.01y)x
 
                                                                             = y% of x
