I think the answer is "false" regardless of the specific time period the question refers to (though it's probably the late Middle Ages and the Renaissance as that is when the city-state of Venice was at the peak of its commercial power) since Venice, located on the northeastern coast of Italy, is almost always described as being in southern Europe.
