Multiply eq2 by -2.   Keep eq1.

 

 0.4x - 0.6y = 0.5                 eq1

-0.4x + 0.6y = -1.4               eq2

 

 

If we add the equations, we eliminate the x and y terms.

 

0x + 0y = -0.9

 

 

There is no solution this system.  Are you sure you wrote your question correctly?
