I think it is 4 m² instead of 4 cm².

 

4 m² = 4*(100cm)² = 4*10⁴ cm²

 

To calculate % of something, say X, with respect to some other thing, say Y, the general definition is

 

X/Y *100 and this value is written as a percentage. 

 

Here, X = 2500 cm² and Y = 4 m² = 4*10⁴ cm²

 

So percentage is given by (2500/(4*10⁴)) *100 = (2500/40000)*100% = 25/4 % = 6.25%
