First, you have to know that there are 4 Tbl in 1/4 cup, so there are 16 Tbl in one cup, and that there are 3 tsp in 1 Tbl, and that there are 16 ounces in a pound.

 

A.  If 1 Tbl weighs 0.25 ounces, then 16 Tbl weigh 16 times as much, so  16x(0.25) = 4 ounces for 1 cup.

 

B.  a tsp is 1/3 of a Tbl, so the weight is 1/3 of the 0.25 oz, and  1/3 of 0.25 is  .083 oz (rounded to the nearest thousandth)

 

C.  Using the answer to A, we know that a cup weigh 4 ounces. A pound (16 ounces) is 4 times as much as this, so there must be for times as many cups, making 4 cups for a pound of nutmeg.
