These are a couple of word problems that don't involve complicated math; rather, they are mostly about making sure you can "translate" the words into numerical operations.
So:
1) KP's t = 1 minute 27.38 seconds. AL's time = KP's time + .28 seconds. so, 27.38 + .28 = 27.66 seconds. Astrid's time is 1 minutes 27.66 seconds.
2) Not sure what the question means by "the country." Did you copy this correctly? Perhaps it means "all three provinces combined?" If so, the answer is 2/5 (.4 or 4/10) + 3/10 (.3) + 1/10 (.1). So that's 8/10, 4/5, or .8, depending on how you're supposed to answer (fraction, simplified fraction, and decimal). Or, the question might mean "from the other provinces in the country," in which case the answer would be 1 - (sum of the other three = 8/10, 4/5, or .8) = .2, 1/5, or 2/10.
