Where is "as shown below?" The location of the semicircle determines the perimeter of the remaining piece.

Yes, Mark is right.  
 
If the semi- circle was taken from the width the perimeter would be 51.302.
If the semi-circle was taken from the length the perimiter would be 43.46.
