1) distribute the factors into parentheses
 
-2(1-2b)≥8b-4(-2-3b) ⇔-1+4b≥8b+8+12b  ⇔ 4b-1≥20b+8
 
Now collect factors with b in one side, numbers in another.
 
4b-20b≥8+1
-16b≥9
 
b≤-9/16 (Remember: inequality changes sign from > to < when multiplied or divided by a negative number!)
 
Answer: b≤-9/16 or b≤-0.5625
