8 is greater than -3. If you look at a number line:

-5 -4 -3 -2 -1 0 1 2 3 4 5 6 7 8 9 10
The first arrow is pointing to -3, it is below 0, therefore it is less than positive 8. If you are counting backward on a number line, the numbers get smaller. Negative numbers are always smaller than positive numbers on a number line. -25 is less than 8. It is also less than 1.

If one number is positive and the other is negative, then the positive number will always be greater than the negative.
-5==-4==-3==-2==-1==0==1==2==3==4==5==6==7==8==9
Looking at the number line, negatives are to the left of zero while positives are always to the right of zero.
