Let L stand for Luis' speed and R for Rico's speed, both in terms of miles/hour..
Let T be the number of hours it takes Rico to go 64 miles, so Luis takes T+4 hours for the same distance.
Therefore, R*T = L*(T+4)
By the first sentence, we know that R = 2L, thus:
2*L*T = L*T + 2*L
Subtracting L*T from both sides gives us
L*T = 2*L
Dividing both sides by L tells us T = 2
So, since it took Rico 2 hours to go 64 miles, he rides at 32 mph and Luis rides at half that speed or 16 mph.
