"Unit" is a math term that means "one", so the unit rate is a measure of how much of something (in this case miles) occur in one of something else (in this case hours).
If Terrance goes 6 miles in half an hour then he will go 12 miles in one hour so his unit rate is 12 miles per hour.
If Jesse goes 2 miles in 15 minutes then Jesse goes 8 miles in one hour so Jesse's unit rate is 8 miles per hour.
