Countries that industrialized needed certain things to keep growing. They needed a source of raw materials, they needed markets to sell their goods and they needed cheap labor.
Nations that were not expanding at the time had their own reasons. The most prominent example is China. China did not want to industrialize because they did not believe they needed to. They saw their science, medicine and goods as superior to the Western "industrialzed" ones. China had a large market, and plenty of cheap labor. So they saw no need to expand.
Most other non-industrialized nations either saw their current situation as stable or were unable to spread due to the threat of powerful neighbors (like China) retaliating.
Industrializing nations had to expand because they were unable to sustain their growth on their own. Non-industrialized nations did not have the same need.
