The digital number system is a positional number system. That means that the position of the digit (value from 0 to 9) is different depending on where it appears in a number.
Therefore, we have units place, tens place, hundreds place ... and tenths place, hundredths place, etc.
In the number 439, the 9 occupies the units place and so is worth 9 units.
The 3 is in tens place and is worth 3 tens, or 30 units.
The 4 is in the hundreds place and is worth 4 hundreds, or 40 tens, or 400 units.

The value of the 3 is worth a little more than 3 times the value of the 9.
In fact, it is 30/9 = 3 1/3 times as much.
