So, I think the question is telling you that the garden is a rectangle with one side being 4.6 meters and the other side being 5.3 meters. It doesn't matter which side you call the length and which you call the width.
The formula for area of a rectangle is length x width.
When you round, the nearest square meter is a whole number (without the decimal places). See if you can get it. :)
