Hi Mieshye,
If I'm understanding the question correctly, an estimated insurance loss from a hurricane was 24.9 billion and this is 11.7 billion more than an insurance loss from a tsunami, therefore the tsunami loss is 24.9 billion minus 11.7 billion, which is 13.2 billion.
Does that make sense?
